The Demise of the 28-Point Peace Proposal for Ukraine: Why Peace Negotiations Continue to Stumble

Europe breathed a deep collective sigh of relief on Monday, as the tension sparked by the introduction of a new 28-point plan for achieving ceasefire appeared – briefly – to have been contained. A senior US official spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its retaliation: an extensive attack of missile and drone strikes on Kyiv.

The Rhythm of Negotiation and Warfare

The succession of conflicting incidents captured the bleak nature of the current period. By day, diplomatic battles are fought: positive announcements are released from multiple capitals. Immense energy is devoted on containing specific proposals. By night, the Kremlin clearly shows the world that, for them, conflict continues to be the key method for achieving "peace".

Nocturnal Warfare

As Russia's attack developed into the early hours of Tuesday, the present situation of Ukraine's exposure was revealed. Ukraine is able to track missile launches from Russian territory, a capability provided through current data. From observation points, military aircraft that had been scrambled to engage hostile guided weapons streaked across the sky – advanced fighter aircraft supplied to Ukraine by NATO members.

Moments later, Kyiv's anti-aircraft weapons thundered: multiple launches deployed against a Russian ballistic missile. This was a advanced protection mechanism at work, most likely provided by allied countries. Every deployment shakes the surroundings, causing tremors. The brief panic quickly gives way to grim resignation: possibly the hostile projectile won't strike its target this time, preventing destruction from ruin and additional electricity failures.

Continuous Dangers

Soon after, a large-caliber weapon opened up on a aerial vehicle close by, part of a mobile-fire group – probably imported technology. Regrettably, the shots failed to hit the hostile drone – it continued its flight toward its objective.

With pauses, this carried on until dawn. Kyiv awoke to the daybreak reports: multiple fatalities, damage and utility failures in many homes as a result of the evening attack. As typically, everyone still continued their routines – living the war. But those entire period encapsulated Ukraine's essential dependence on external assistance – a need that European nations are demonstrably unable to substitute in the near term.

Ineffective Peace Efforts

The detailed framework from US administration generated strong feelings, debate and profound anxiety – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and multilateral gatherings.

Every new initiative from US leadership unfolds according to the same pattern: a political offensive against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They manage the tension but never actually achieve victory. This cycle will, no doubt, persist.

Political Considerations

It is tempting to accuse certain parties of persistently promoting Russian terms. But that does not seem to be the entire situation. American leadership operates on a assumption familiar among seasoned negotiators: you cannot win at the negotiating table what you have lost on the battlefield. The US administration assumes that it is unfeasible to compel Moscow to surrender the land that it already controls in Ukraine's occupied territories.

The problem is that while acknowledging this situation, US leadership does little to deter Moscow, through diplomacy or military means, from thinking that the situation will not shift further in its advantage in the months ahead.

Conflicting Perspectives

Therefore, Moscow is certain that time is on his side – that Ukraine and its supporters are nearing depletion. Their reason to sign a deal that does not give them the largest achievable advantage is close to zero. There may be multiple initiatives to stop fighting, but they will persist as long as Russia's government remains highly assured in the conclusion.

On the contrary, Ukraine's government believes that Ukraine can still persist, progressively conceding civilians and areas but averting a complete military breakdown until conditions improve in its benefit.

Present Conditions

Realistically, there are no genuine requirements for a ceasefire. Now, individual motivations are entering the equation: leadership ambitions to mediate resolution and obtain worldwide acknowledgment, and Kyiv's twin challenges – on one hand, not to alienate a key ally, and on the other, to unite the population around the national cause against any initiative Kyiv finds unsuitable, so that their attention does not shift toward homefront challenges. And although their objective will now be much harder after recent developments, it remains very improbable that this will modify their basic position.

These conflicting dynamics are guiding negotiations.

Assessment and Future

It took a only one week to eliminate the 28 points of the latest plan. Forceful and unpredictable management of the matter by US administration, opposition by Ukraine and the rest of Europe, along with soothing efforts of diplomats, and finally, recent disclosures, all served their function.

While new plans based on previous concepts are imminent, Kyiv, London and other European capitals should reach an essential realization: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are rooted in Kremlin requirements and show specific hesitation to modify developments, if they maintain solidarity and enhance their military capacity at a much faster pace. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the predictable period, mainly require sustained allied backing.
